Well, according to the wiki, the Hammer Man, or the Judge, as players call him, is a manifestion of the condemption of Murphy. The hammer that the Judge carries kinda represents the gavel that sent Murphy to prison. It's not the same for me; he's pretty obviously humanoid.
Personally, I'm hoping he's not some kind of stalker type character and is instead just an area boss. I don't think he's that interesting and it'd be kind of anticlimactic if this is one of the big enemies whose involvement doesn't get resolved until the end/near the end.

Oh, of course. I wasn't speculating that he's actually a normal human underneath, but rather saying that I don't think he's 'more mysterious' than any other monster. In fact, I think he's the least interesting of the enemies we've been shown ( & definitely the most uninspired design, but at least he doesn't look like a member of Slipknot, I suppose ) so, again, I'm hoping he's not as big of a deal as people are speculating he might be.

Just because a monster has clothes on doesn't necessarily mean there's anything underneath. It also doesn't mean that the clothing is separate from the monster. Maybe it's the monster's skin.

I found the Weeping Angels terrifying until
REVEAL SPOILER
you actually see them move in that Matt Smith episode. Until then I liked to imagine they looked nothing like angels when you're looking away, but then I saw them move in that episode and found it a bit of a let-down.
The Matt Smith series' are still my favourite though. :D
