SHD: Homeless side quest

I have got to the final part of this side quest where you need to:

REVEAL SPOILER

find a fishing rod so you get the last part of the map marked

But I can’t find it anywhere. I’ve even looked at guides/maps online that show the locations depending on the puzzle difficulty you’re playing it on and it’s nowhere to be seen.

Is this a glitch?

Edit: I’ve watched a few videos online and a lot of the comments are saying the same thing: if you get the coat before the candy bar then the fishing rod doesn’t appear.

I haven't had the problem with the coat before the candy bar and the rod not appearing. What difficulty are you on for puzzles?

The rod is in different places for different difficulties. I know on Hard, the rod is on the east end of the dock behind the houses, but on the other side of the fence. You have to go through a break in the north part of the fence and the rod is up against the house when come back south.

i have the same questions here !what's the fishing rob for!? and the coat!? i got these 2 things but i don't know for what they are?! and where i should go fishing !? ....i really don't know too:(!is there something wrong with the game!? ...

Emma, there’s a homeless man in the subway station. Here’s an excerpt from a walkthrough that will help you find the homeless guy:

From the bank, head a little west on Brite St. The next street after Lansdale Ave is Laymond Ave. Turn north on Laymond Ave. There are two underground entrances in the area. One leads to a dead end, but in the other one you squeeze through a gap between some barrels and a wall.

I've never played the game on anything other than Hard puzzle setting so I've never seen the in game locations for the fishing rod on Normal or Easy. I say, just go ahead and finish the game if you plan to play it again. The core story of the game can be finished in a few hours and the Homeless side quest only takes about ten minutes to complete.

That’s a good plan. I think I’d like to do it on a harder difficulty anyway. It’s too easy at the moment.

yeah i did saw him!! when i first saw him i swear to god i was really freaked out !! woow what the hell that man doing here? !!O.O i mean first time i seen some one out there in SILENT HILL ....a live!!O.O...
and yeah he seem very kind ^^ i did helped him out with just some food now i will help him trying to find out the coat to gave him ^_^ today yeah!o.o..XD

yesterday i did got it in the swears by normal i had him a coat too! he also asked for the fishing rod to feed him self then i gave him that ^^ but something not right ..when i go outside and comes back for him ...checking on him you know i found him he looks like ..i don't know just lying there in the floor ...sleeping maybe died ..!?o.o who knows!? U_U...

Actually, I finished the mission and came back. When I checked him , it said he was dead. I guess maybe it's unavoidable?

The fishing rod should be in that large sewer area across the road from the docks. You go down a ladder into this huge concrete area that leads to one of the subway tunnels.

And yeah, the homeless man always dies :/I However, Im not sure he's even dead. He's just lying there so he could bene sleeping.

i believe you can't miss it in game, it's in an apartment, not sure tho.

Ah! It's in the apartment where you do the Stolen Goods side quest.

REVEAL SPOILER

You have to return all the items to their respective owners in the apartment (placing them in their designated locations).
